This is going to be short and sweet: Fr. Jake, known for getting the scoop on things, has just published an essay titled "The Episcopal Church: Confederal, Federal or Unitary?"
It is a summary of a dissertation by James Allen (Jim) Dator, Professor, and Director of the Hawaii Research Center for Futures Studies, Department of Political Science, University of Hawaii at Manoa. The entire essay can be seen here.
It's an absolute must read. Go over there and read it.

OK... Comments, gripes, etc welcomed, but with some cautions and one rule:
